Objectives & Mission

Our Mission

To develop into a centre of excellence, focussing on budget and governance accountability from the perspective of the marginalised sections (poor, adivasis, dalits, women, children etc.), and be proactive in the policy making process by dissemination of knowledge, using the medium of research, advocacy and capacity building to help the society at large to seek equity, transparency and accountability in the democratic process.

Our Vision

CBGA is a proactive, enabling and learning organisation working towards –

  • Seeking transparent and accountable governance;
  • Building capacity of people to empower them to participate in the democratic process;
  • Using research and advocacy to initiate a pro-people and rights based policy environment, equity and distributive justice.

Key Objectives of CBGA

  • To assess the government’s pro-people rhetoric and actual performance;
  • To facilitate public discourse on budget and governance issues, encourage citizens’ participation and advance the rights of the most underprivileged;
  • To initiate public argument to influence government policies for transparent, accountable and pro-people governance;
  • To advocate for pro-people, pro-poor and pro-marginalised perspective in budget allocations;
  • To demystify the budget and to make the budget and budget-related documents transparent, user-friendly and readable;
  • To build the capacity of social action groups in budget analysis and use of budgetary information.

Major Activities of CBGA

  • Spreading awareness about budgets and economic literacy is one of the major activities of CBGA. In order to facilitate this, we undertake advocacy workshops and capacity building exercises with our partners in different regions of the country.
  • CBGA collaborates with national and international budget groups on issues of budget transparency and accountability.
  • Engaging with policy makers, legislators, experts and the media to bring about a change for advancing the rights of the underprivileged sections of society is an important and ongoing activity of CBGA.
  • CBGA responds with a rigorous analysis of budgetary allocations and proposals of the Union Budget, within 48 hours of its presentation in the Parliament.
  • Study of public policies and priorities driving budgets; trend analysis of budgetary allocations and expenditures; and socio-economic indicators is the focus of our research.
  • The key areas of research are Agriculture, Rural Development, Poverty Alleviation, Health, Education, and Marginalised Sections (dalits, adivasis, women, children, etc).
  • The newsletter Budget Track (published thrice a year), articulates our opinion on relevant developments related to budget and public policy issues in the country.

Why are budgets imporant?

In most countries, Budget is central to governance. It is generally considered the most vital instrument at the disposal of the State to deliver a wide range of responsibilities. Also, Budget is the most important economic policy instrument of the Government, where Governments’ promises and policies are translated into financial commitments. Government Budgets affect almost every sector of the economy and every section of the population. The policy priorities driving the Budget and implementation of the Budget proposals are therefore of direct relevance to the entire population and it should thereafter reflect people’s priorities. The lack of transparency and people’s participation in the Budget process have largely minimised States’ accountability towards its people. Hence, in a developing country like India, with a multiplicity of socio-economic problems and many stakeholders in the democratic processes; a participatory, transparent and accountable Budget making process is of great significance.
