This issue of Budget Track highlights key issues in budget and policy tracking. In addition, it draws attention to two important issues - the global economic and food crisis. We discuss how changing patterns in agricultural production due to varying climatic conditions will further impact food security. The article from Dr. Prabhat Patnaik argues that the global economic crisis would aggravate the food crisis. It also does the important task of laying out the inadequacies in our current responses to the global economic crisis and suggests that a more “foodgrain led growth strategy” is the need of the hour than stimulus packages focused on a mere injection of liquidity that seems to be the predominant approach. In presenting these important concerns, we hope that we gradually build a larger consensus around the need for adequate state effort to address these critical issues.
