India’s Role in Global Efforts to Address Tax Dodging by MNCs

The issue of some Multinational Corporations (MNCs) paying little or no taxes by exploiting loopholes in the current international tax system has increasingly come under scrutiny. Public outrage over the issue led to the G20 mandating the Organisation for Economic Co-operation and Development (OECD) to develop a roadmap to prevent tax 'Base Erosion and Profit Shifting' (BEPS). While this is a welcome move, there are concerns regarding lack of space for non-G20 developing countries to participate on equal footing in the process. The article provides an overview of these issues and examines the role of India as a member of G20, BRICS and UN Tax Committee, to shape international tax rules that are fair to developing countries.

Scheduled Caste Sub Plan (SCSP) is an important policy meant for channelizing Plan funds for the development of the Scheduled Castes in proportion to their share in the total population. Even after three decades since its introduction, there remain serious gaps in the implementation of this policy. Amidst the debate on poor implementation of SCSP across the country, Andhra Pradesh Government has come out with the landmark SCSP legislation, and the Union Ministry of Social Justice and Empowerment too has prepared a draft national bill on SCSP. This special issue of Budget Track focuses on the different aspects of this critical policy strategy so as to facilitate greater public awareness and the requisite measures for proper enforcement of the same.
