Budgeting for Change series March 2012 Budgeting for Change series presents analyses of public investments for children in India carried out by Centre for Budget and Governance Accountability (CBGA), with the support of UNICEF. CBGA and UNICEF formed a partnership in 2005 to conduct social budget analysis with a focus on development programmes relevant for children. The partnership undertook a series of analyses on budget priorities and the role of public investments in realizing childrens rights in India. The series of Briefing Papers presented in this collection are aimed at highlighting the practical challenges that confront India in the implementation of its policies and programmes for addressing different aspects of child rights. It unpacks the links between policies, budget allocations, and utilisation of funds, both at the level of State budgets, for select States, and for major social sector programmes that are meant to address some of the glaring deficits in child well-being in India. The series includes an Overview Paper, four Briefing Papers focusing on some of the major development programmes in the social sectors and five Briefing Papers focusing on the Budgets of five States, namely, Chhattisgarh, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh.
