Financing of Renewable Energy at the State Level: Expenditure on New and Renewable Energy by Various Department of State Government for Four Select States

Given that power sector is a major contributor to Greenhouse Gas emissions in India (with 43 percent share), faster infusion of Renewable Energy into the sector can be expected to have a significant impact in terms of promoting sustainable development and mitigating climate change. The current brief focusses on State Government spending on the sector. It presents an in depth analysis of the detailed State Budget documents of four States, viz. Gujarat, Maharashtra, Meghalaya and Orissa. It attempts to identify some of the major barriers to development of this sector at the sub-national level (focusing mainly on State Governments) and suggest policy measures for addressing those.
