Asadullah

Programme Head

Asadullah comes with a background in child rights, education, and adolescent focused development progammes.

He has worked with the school education department in Government of India as an Education Specialist for 14 years. As a Chief Consultant, he has provided technical support to Union and State Governments in planning and implementing the Sarva Shiksha Abhiyan, SSA (world’s largest programme for universal elementary education) and the Right to Education (RTE) Act.

Asadullah anchored the process of aligning SSA with the RTE Act and led the programme for orienting States to RTE, from the national level. He was a nodal person in re-writing the SSA Framework, by a Committee, formed by Government of India, consisting of eminent academics and senior bureaucrats. He has also served as a Member of one of the six Task Forces formed by Government of India to facilitate implementation of the RTE Act, besides serving in various State level committees focusing on school education. He has contributed to over 30 Joint Review Missions of SSA and DPEP, which involved Government of India, the World Bank, the DFID and the EU etc. He has also helped Ministry of HRD in policy analysis, programme review and course correction. He has participated in Union Governments’ Five Year Plan (FYP) development process for the 10th, 11th and 12th FYP. While working with the Government, Asadullah has substantially contributed to need assessment and capacity building for urban focused education strategies for inclusion of disadvantaged groups, planning for equitable quality of education, and ICT enabled monitoring. He has spearheaded the capacity building of State and District level education officers and functionaries in data analysis, development of annual work plan and budgets and their appraisal and implementation post approval. He also contributed to the annual work plan and budgets prepared under the Multi Sectorial Development Programme of the Ministry of Minority Affairs.

Besides leading the advocacy and research unit of Butterflies, Asadullah also led the Delhi CHILDLINE which provides emergency support to children in distress (under the Programme of Street and Working Children). He also led a project run by a Delhi based NGO, under the United Nations Inter Agency Working Group on Population and Development (UNIAWG - P&D), focusing on adolescents and life skill education. As a Consultant, he has worked for orgainsations like Save the Children, Room to Read, Plan, National Centre for Good Governance (NCGG), Child Rights and You (CRY), and Education Development Centre (EDC).

Asadullah brings to CBGA his skills and experience in planning, implementation and monitoring large scale social development programmes, policy analysis and advocacy for rights based approach, functioning of government at the Centre and across States, and the policy agenda for social sector. He provides strategic leadership towards organisational development. Currently, Asadullah is focusing on organisational efficiency towards delivery with quality. He is closely working with the programme team to improve coherence and strengthen sectoral connect.

Asadullah has studied Human Resource Management at Jamia Millia Islamia University, New Delhi. Besides interest in History and Literature, he likes to engage with people, particularly children and youth.
