Building an Inclusive and Cohesive Public Climate Financing Framework

The project intended to bring in inclusiveness and cohesiveness in public policy for accelerating Low Carbon Development. The key outcomes of project and underlying outputs were as follows;

i. Demystified the existing framework of public financing for climate mitigation actions in Rajasthan and Jharkhand

The policy landscape for low carbon development of the States’ economy and their cohesiveness for two states - Rajasthan and Jharkhand were unpacked. These two state specific policy briefs track state’s financial resources available from various sources, for expenditure on renewable energy in the recent period and assess relevant programmatic interventions and skilling related schemes, from inclusion lens. Findings and Policy suggestions were disseminated through organisation of state level roundtable.

ii. Improved knowledge and capacity of State Government officials towards adoption of an inclusive climate responsive budgeting

It’s been widely recognised that Climate Responsive Budgeting (CRB) framework can be used to track the flow of climate funds, develop a long-term strategy to combat climate change, attract finance from diverse sources, and mainstream the issue in policymaking. A research paper has been brought on “Assessment of Existing Climate Responsive Budgeting Framework being adopted by various States for assisting State governments to adopt Climate Responsive Budgeting as a potential tool to identify climate relevant budget outlays as well as embed relevant strategies in the design of State investment plans for climate change mitigation actions. State Experts and academia working on public finance, Green budgeting, were invited during the roundtable discussion held in Rajasthan and Jharkhand. A demand came in from states like Jharkhand, Assam for organisation of dedicated capacity building workshops on Climate Responsive Budgeting (CRB) Statements or Green Budgets with the purpose of assisting the State government.

iii. Improved transparency on how government are enabling the climate investment ecosystem by dissemination of knowledge products on government budgets and policies using online application-based microsite

In order to have continued momentum among the State governments to provide an ecosystem for leveraging investments and for availing climate finance opportunities, a web based microsite was developed. Purpose was to place the knowledge resources on various channels of climate financing and to provide information available on Governments efforts for climate mitigation financing in a consolidated format. Key attributes covered on this microsite are; a. Building a repository of state-wise public finance data and policies on renewable energy b. Sharing evidence-based research on public climate financing c. Hosting an on-line self-paced training space dedicated to capacity building in the climate financing area.
