Cost of Universalising Early Childhood Education in India

The much-awaited National Education Policy (NEP) 2020 confirms India’s commitment to SDG 4.2 of universalising Early Childhood Education (ECE) by 2030. To achieve this goal, substantial financial investment is required. Although the NEP 2020 highlights ECE as one of the ‘key long-term thrust areas for financing’, it is silent on the quantum of funds needed for universalisation of ECE.

CBGA in collaboration with Save the Children undertook a study titled 'Cost of universalising Early Childhood Education in India' to estimate the total budgetary allocation needed for making quality ECE available for all 3-6 years age group children in the country. The study also provides an assessment of how much is getting invested for ECE services in India at present. The study offers policy-level recommendations needed to ensure the provision of quality ECE services to all children. A Report and a Policy Brief have been developed capturing the findings of the study.
