Public Spending on children in Madhya Pradesh: Assessing Fund Utilisation of Some Major Central Schemes in Social Sectors

The report presents an in-depth assessment of a select set of flagship programmes to understand the major constraints in effective utilisation of funds at the State level. The schemes selected for the purpose are SSA, MDM, ICDS, ICPS, RCH/NRHM and NBA.

The study reveals low level of fund utilisation among the crucial components of select programmes.  Evidence of delays in the fund flow process and inadequate staffing are also key findings of the study. Other challenges include poor planning in flagship programmes, weak monitoring and supervision of programmes among others. The report further presents some of the possible interventions to address these challenges.
